City Booming with Fourth of
July CelebrationsThe City will host multiple FREE community celebrations to commemorate America’s birthday. From live music and a parade to a patriotic movie, fireworks show, and more, there is something for all ages! Downtown is decorated red, white and blue so come out to stroll, shop, and dine with the backdrop of patriotic colors. Perfect for holiday photos! Click here to learn more about the City’s Fourth of July Festivities: The Grimes Alley Blues Band will usher in the holiday weekend singing the blues. Visit the market for some good old-fashioned fun including a vendor booth patriotic decorations contest, live music, kids’ crafts, lawn games, and one-stop shopping for your holiday barbecue.
Decorate your bike, scooter, or your walking shoes and join us for a red, white, and blue stroll through Downtown Winter Garden! Immediately prior to the parade, kids eat free at a Pancake Breakfast ($5 donation for adult meals). Kids' activities and free decorations available.
The feature film, History Speaks: Diary of a Generation, makes a stop at the exquisite Garden Theatre during its national tour. The documentary highlights the “Greatest Generation” telling their stories on how ordinary people become extraordinary when faced with the realities of living in a world at war. A Q&A with its local filmmaker will follow the second screening.
Party in the Park Fireworks DisplayMonday, July 4Festivities (live music, games, crafts, vendors) start at 6:00 pm Fireworks, 9:15 pm Newton Park, 29 W. North Boyd Street Parking Lot Has Flex SpacesThe new North Boyd Street Parking Lot has an area of flex spaces that front Main Street. These spaces allow for parallel parking of 2-3 golf carts or one vehicle.
In addition, the City-owned parking lot has 117 vehicle parking spaces and 7 golf cart spaces allowing for increased parking options in downtown.

Bloom & Grow Garden Society Kicks Off
“PLANT IT PINK”

|
The Bloom & Grow Garden Society kicked off their 25th anniversary project, PLANT IT PINK, with the planting of three pink trumpet trees at Jessie Brock Community Center. The yearlong project is dedicated to Winter Garden Mayor John Rees in recognition of his love of trees and his extraordinary service to our beloved community.
Sponsored by Duke Energy, the program includes the planting of nearly 300 pink trumpet trees (Handroanthus impetiginosus) throughout Winter Garden. The hope is that the community blossoms with pink trumpet flowers every spring reminiscent of how Washington, DC is known for its blooming cherry blossoms. At maturity, the trees extend 20-30 feet tall.
In addition to the trees at Jessie Brock Community Center, the PLANT IT PINK project encompasses the following:
- A pink trumpet tree (8-10 ft.) planted at each of the 25 West Orange County schools in honor their graduating class (12 of which have already been planted).
- 250 (3-gallon) pink trumpet trees given to Winter Garden residents in a tree giveaway in October in honor of Breast Cancer Awareness Month. To enter the giveaway, click here and scroll down to complete entry form.
- Ceremonial trees planted at Duke Energy Headquarters in Winter Garden in appreciation of their sponsorship, as well as at area health care facilities.

More than 100 people participated in the City’s East Winter Garden charrettes held June 2-4. The City worked side-by-side with community residents to develop plans to enhance the East Winter Garden area. The meetings included an East Winter Garden Plan Update & Hands-On Design Session and a Block-by-Block Open Design Studio, which cumulated into a Wrap-Up Presentation outlining the findings of the meetings and a plan of action.

City’s FY2022/23
Budget Process CommencesStarting every July, the City formulates its next fiscal year budget. The budget serves as the primary tool in allocating resources to programs and services.
The City’s annual budget indicates community priorities, projected revenues and costs, as well as long-range planning. Development of the annual budget reflects a strategic plan and considers the needs and priorities of the citizens, business leaders, and employees. The City is affected by today’s inflationary environment, just as everyone is as well. With this mind, the City will prioritize and closely evaluate all existing and potential projects, programs, and services when formulating the City’s FY2022/23 budget.
The three steps of the budget process are development, review/approval, and implementation:
DevelopmentThe first step of the budget preparation process is identifying budget objectives and operating budget requests. The Finance Director and City Manager meet with department directors in the month of July to go over budget requests. The department requests are compiled into a proposed budget. Following these meetings, a proposed budget is drafted.
Review & ApprovalThe proposed budget is presented to the City Commission for review. Each member of the Commission will review the budget in detail and hosts a public budget workshop and information session for public input at the end of August. The Commission workshop provides a forum for finalizing spending plans, the proposed millage rate, and policy issues before the final budget hearings in September. After community input and review, the City Commission will adopt the budget. Approving of the annual budget is conducted at the annual public budget hearings held in September.
ImplementationFollowing Commission approval of the final spending plan, the Finance Department staff will prepare the adopted budget for distribution and post an electronic copy on the City’s website. The budget for the upcoming year becomes effective October 1st and the spending plan, as authorized by the Commission, is implemented throughout the fiscal year, ending September 30th. To Plan Summer Outings
If you are looking for summer adventures right in your hometown, then two new brochures produced by the City can serve as handy reference guides to plan fun outings.
Your Pocket Guide to West Orange Trail outlines the West Orange Trail stations and parks stretching west from Clermont and northeast to Apopka. It includes top things to see along the trail and highlights the many amenities and recreational venues in downtown Winter Garden.
The City of Winter Garden, FL, Visitors Map is a colorful, compact guide that unfolds to a ledger-size map of historic downtown. It features a directory of attractions, nature parks, and recreational amenities, as well as a list of shops and restaurants.
The guides are free and available in the lobby of City Hall, 300 W. Plant St., during operating hours.

Do you ever wonder how the water in your home is always there when you need it? You can learn more about your H2O with a tour of the Winter Garden Water Plant. Find out how water travels from the source to your faucet. You will also learn how the Utilities Division keeps the water safe and free of germs, and how they make the water taste so good!
Tours are scheduled for Friday, August 12, and Saturday, August 13, at 10:00 am. Tours are free, but you must register in advance. If popular, additional tours will be scheduled.

Orange County Enacts New Fertilizer Ordinance
Skip the Nitrogen Fertilizer During SummerPer the new Orange County Fertilizer Management Ordinance, NO fertilizer containing nitrogen or phosphorous may be applied in Orange County from June 1 through September 30. This rule applies to City of Winter Garden residents.
The ordinance, commenced on June 1, 2022, applies to all areas of property covered by lawn, turf, and landscape plants. The rules enforce fertilizing responsibly to protect local springs, lakes, and rivers.
From October 1 – May 31, fertilizers containing nitrogen are permitted; however, they must contain at least 65% slow release nitrogen.

Download the App TodayIt’s hurricane season and the Mobile Citizen app is another convenient way to reach the City to have non-emergency hurricane and storm disaster requests serviced.
If you see a fallen tree blocking a roadway; street flooding; traffic signal outages; damages to power lines, light poles, street signs, etc.; or if you need extra sandbags, be sure to select the Hurricane/Storm Disaster service option on the app to route your concern properly. Remember, for all emergencies, dial 9-1-1.

Responsibilities include use of equipment to install, care for, and maintain turf, shrubs, trees, ground cover, plant containers, and seasonal plantings. Performs irrigation maintenance as needed. Assists with preparation, set-up and removal of decorations for special events, including holiday events. Performs custodial services at parks and other City owned facilities and buildings. Must have experience with the use of landscape equipment and performing manual labor.
FACILITIES: - Skilled Trades Workers (Full-time & Stand-by): Experienced in some or all of the following: Maintenance, repair/troubleshoot main cooling/heating and humidity systems, CRACT (Computer Room Air Conditioners), and refrigeration units; electrical systems, PDU’s, emergency generators, circuit breakers, motor control centers, and control circuits; and plumbing pumps, valves, sprinkler/riser systems, piping and new fixtures.
PUBLIC SERVICES: - Solid Waste Drivers (Full-time): Requires Florida CDL Class B to pick up and haul garbage and refuse, experienced in using some/all of the following: Commercial Front End Loader, Rear End Loader, ASL, Boom Truck, Container Delivery Truck, & Roll off Truck. Scheduling flexibility is essential, as routes may require varying schedules including early morning, weekend, etc.
- Utilities Collection Field Technicians & Distribution Field Technicians (Full-time): Experienced or Trainees to perform physically demanding work (have/obtain a Florida CDL Class B) while using light and/or heavy equipment. Locates water mains and valves and installs, relocates, replaces, repairs & maintains gravity sewer lines, force mains, manholes, service connections, water mains, fire hydrants, gate valves, etc. related to water and wastewater systems. Must be available and able to answer emergency or service calls after normal working hours.

International Plastic Bag Free Day — July 3July 3 is International Plastic Bag Free Day, a global initiative to help eliminate the use of plastic bags. Though plastic bags may seem convenient, they are a huge strain on the environment. They stay in our landfills and pollute our waterways. It can take up to 500 years for plastic bags to disintegrate!
How to Observe the Holiday:- Stop using plastic bags. Wherever you are on July 3 – a grocery store, park, or restaurant - make sure not to use and do not ask for any plastic bags. Use reusable bags, if needed.
- Reduce, Reuse, and Recycle! If you have plastic bags lying around, do not throw them away. Use them as extra trash bags!
- Practice your green thumb. Use the day to help the earth. You can plant a new tree or some nice flowers. The planet and the wildlife around your home will thank you.

Central Florida Railroad Museum Presents: The Trains of Walt Disney World
on July 23
|

In honor of Walt Disney World's 50th Anniversary, the Central Florida Railroad Museum will host The Trains of Walt Disney World as part of their history series. The presentation will look at the historic steam locomotives that operate at Magic Kingdom and their modern counterparts at Animal Kingdom Theme Park. It will also address the unique, but short-lived, Fort Wilderness Railroad. The presentation includes rare photos and documents from one of the Imagineers who helped create the Vacation Kingdom of the World.
Due to popular demand, the one-hour presentation will be hosted twice.

Heritage Museum Exhibit
WE’VE GOT MAIL:
A Postal History of West Orange County
The mail began to move through our region over 160 years ago. Missives brought by pack mules, fast horses, and efficient wagons began to arrive at post offices established in the tiny agricultural communities mushrooming along the fertile south shore of Lake Apopka.
The exhibit features the post offices that served as lifelines to a pioneer population living hundreds or even thousands of miles from major cities. Included are letters and announcements heralding births, weddings, and the beginning of World War II. Collectors will enjoy viewing philatelic items related to moving our mail efficiently and quickly over the years.
